Statement of WorkPrivate Sector Quality of Care for Integrated Management of Childhood Illness (IMCI) ServicesContract duration:May 30th, 2022 September 30th, 2022
1) Project Background and Goals
Frontier Health Markets Engage (FHM Engage) is a global cooperative agreement providing technical assistance supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality health services and products in mixed health systems. Building on over 30 years of USAID investment, FHM Engage focuses on strengthening local health markets by addressing the root causes of market failures in the core market functions to create necessary behavior changes that catalyzes supply and demand and supports sustainable change. In line with this approach, FHM Engage seeks achievement towards two main results:
β€’ Result 1: Improved market environment for greater private sector participation in the delivery of health products and services.β€’ Result 2: Improved equal access to and uptake of high-quality consumer driven health products, services, and information.
FHM Engage aims to strengthen local health markets by offering a balanced set of activities that allow the program to learn, lead, test, and scale. The project is supporting several activities in its inception year, this consultancy opportunity will focus on one of those activities.
Activity: Address evidence gaps in strengthening quality of care in private sector provision of child health services in TanzaniaThis activity seeks to address outstanding evidence gaps around what’s needed to strengthen quality of care in the provision of child health services in Tanzania. Especially evidence gaps relating to how Integrated Management of Childhood Illness (IMCI) protocols are followed and adhered to by private sector providers in Tanzania, as well as evidence gaps relating to what interventions and solutions have potential to improve adherence.This multi-year activity will take place over three phases with this consultancy opportunity supporting the first phase of the work:
Phase 1 - Diagnosis and design (May - September 2022): Conduct field research and stakeholder consultations to identify factors affecting quality of care and the implementation of IMCI within the Tanzania private sector, and opportunities for partnering with market actors delivering interventions for improving quality of care. After an initial diagnosis stage, input into the design of studies for testing interventions for improving quality of care.2) Consultant Role and Scope of Services
The Consultant will work with the R4D team, Child Health Expert, and Consortium Partners to conduct stakeholder interviews and light-touch field research, to understand the factors affecting quality of care In the Tanzanian private sector, identify opportunities to partner with existing and upcoming interventions for improving quality of care, and design studies for testing the impact of these strategies and interventions.
